Summary of Request

In Mendocino County, the placement and care of children who have been removed from the custody of their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the Mendocino County Health and Human Services Agency (HHSA), Family and Children’s Services (FCS). As part of meeting this requirement, FCS contracts with Redwood Community Services, Inc. (RCS) for the provision of emergency foster home placement services to high needs youth in Mendocino County.

 

RCS is a State licensed Foster Family Agency and provided six retained beds in the Mendocino County Children’s Center/Cam’s Place and up to one and a half retained beds at Mendocino House, Short Term Residential Therapeutic Programs (STRTP). Retained beds were used by FCS for immediate placement of youth ages seven to seventeen who present with significant behavioral challenges that prevent placement in a home-based setting. RCS staffed Emergency Support, as part of the emergency support team, to take care of the immediate needs of detained children. This allowed County social workers to continue investigative duties and assessments of relatives or other non-related extended family members for potential placements. This agreement also provided stipends to RCS foster homes willing to be on-call 24/7 to receive emergency placements of children and youth in home-based care. The proposed Amendment increased the bed retainer amount, due to California Department of Social Services rate for STRTP, for six beds at Mendocino County Children’s Center/Cam’s Place and added a retainer for one and a half beds at Mendocino House.

 

Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and reassessing services provided under contracts to determine what services are able to continue and in what manner to comply with Federal, State and Local requirements. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. The proposed Amendment, which was initially retroactive due to COVID-19 related delays, was further delayed within the County’s internal review process for language negotiations. HHSA therefore requests retroactive approval of the Amendment.
