Summary of Request:
The Board of Supervisors approved the initial Mental Health Services Act (MHSA) Innovation Component Work Plan for the Round Valley Crisis Response Project on September 19, 2017. The State Mental Health Services Oversight and Accountability Commission (MHSOAC) approved the Project Plan on October 26, 2017. The initial plan was for a three-year project with a start date of January 15, 2018, for Crisis Response Services in Round Valley.
The project has established a welcoming, homelike environment at the Center of Healing Hearts. The Center’s manager and two peer specialists engage with individuals in distress, exploring modalities of responding to needs. The program offers popular traditional Native American healing practices and connection to cultural skills, and has increased community awareness, local elder attendance at group meetings, and coordination with other local agencies for awareness of crisis risk factors.
Early learning from the Round Valley Crisis Response Project has led to the identification of additional issues to be explored, creating a need to continue the project. Behavioral Health and Recovery Services providers requested an extension of the project from the Mental Health Services Oversight and Accountability Commission; the extension was granted through June 30, 2022. This continuation will provide the opportunity for further learning and sustainability planning for services that will effectively address community needs for crisis response and crisis prevention. Additional time will be used to complete the project’s learning goals including further exploration of needs and potentials for crisis response and crisis prevention in the Round Valley community, and discovery of effective ways to build and maintain trust to overcome ingrained impacts of a traumatic history. The impact of the COVID-19 pandemic is a factor that poses additional challenges and has required adjustments, which the project has already begun to make.
The County received MHSOAC approval of the extension on May 6, 2020. The updated Project Plan with Extension Request was posted for a 30-Day Public Comment period from April 24, 2020, through May 25, 2020, and a Public Hearing was conducted at the Behavioral Health Advisory Board meeting held on May 20, 2020. Public comment has been incorporated into the work plan and budget, and the revised documents are available online (see link below). The Board of Supervisors approved the Extension Request and Updated Work Plan on June 23, 2020.
After approval of the updated work plan on June 23, 2020, contract negotiations, internal review and signatures from the County and the Contractor took longer than anticipated. The Contractor continued working on the Crisis Response Project while the proposed contract was processed to ensure continuous provision of services. This necessitated a retroactive start date.
