Summary of Request

In November of 2016, voters approved Proposition 64, the “Control, Regulate and Tax Adult Use of Marijuana Act” (AUMA).  AUMA legalized the recreational use of marijuana in California for individuals 21 years of age and older.  Proposition 64, in pertinent part, provides that a portion of the tax revenue from the cultivation and retail sale of cannabis or cannabis products be appropriated:

 

“To the Board of State and Community Corrections for making grants to local governments to assist with law enforcement, fire protection, or other local programs addressing public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act.  The board shall not make any grants to local governments that ban both indoor and outdoor commercial cannabis cultivation, or ban retail sale of cannabis or cannabis products pursuant to Section 26200 of the Business and Professions Code or as otherwise provided by law.”

 

A total of $51,788,690 in state funding is available for local projects through this RFP, contingent on timely deposits to the BSCC through the Proposition 64 Initiative via the State and Local Government Law Enforcement Account.  The maximum amount for which any eligible single applicant may apply is $1 million.

 

Teen Peer Court is a program run by teens for teens.  The objective of the Teen Peer Court Program is to interrupt the developing pattern of criminal behavior in referred juveniles by promoting self-esteem, motivation for self-improvement, forming a healthy attitude toward authority, and increasing education.  Mendocino County will partner with The Arbor-Drug Free Communities Coalition (a division of Redwood Community Service, Inc.) and utilize grant funds to establish the Restorative Justice Youth Court (Teen Peer Court).  Using youth-driven, restorative approaches based on Youth Court, we will partner with high-risk youth and young adults to advocate for restorative practices in schools and law enforcement, providing trauma-informed alternatives to the juvenile justice system and school-based suspensions.  Youth will participate in peer-to-peer support and mentorship activities to increase protective factors and independent living-skills.  To ensure equity to access across the rugged community, program services will be provided through a varied model of service, with both in person and virtual activities.

 

Probation was made aware of the availability of the grant opportunity on January 19, 2021 with a RFP deadline of January 29, 2021.  After review of the grant opportunity with the Chief Executive Officer, and due to the time sensitivity of the grant deadline, the Chief Probation Officer was given approval to submit a proposal.  As of the time of submittal of this agenda item, the proposal had not yet been completed and therefore could not be attached.
