Approve Agreement with Mendocino County Office of Education in the amount of $542,338 utilizing Mental Health Student Services Act of 2019 grant funds over a period of four years to enhance services and supports available to children and their families in a school based setting, effective upon full execution of the Agreement through August 31, 2024; authorize the Behavioral Health and Recovery Services Director to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

June 10, 2020, Item 4(af), ratification of submission of grant application for the Mental Health Student Services Act Grant and approval for the Behavioral Health and Recovery Services Director to sign the resulting $2.5 million revenue agreement.                     

 

Summary of Request

In November 2020, California’s Mental Health Services Oversight and Accountability Commission returned a fully executed revenue agreement to Behavioral Health and Recovery Services (BHRS) for $2.5 million of funds through the Mental Health Student Services Act (MHSSA) grant. This funding is to be utilized over four fiscal years, FY 20-21 through FY 23-24. As part of the grant application process, BHRS collaborated with local mental health providers, schools, school districts, and the Mendocino County Office of Education (MCOE) to create a plan that outlines utilization of MHSSA funds for the benefit of students in Mendocino County, in particular to address suicide risk, dropout prevention, and connection to needed mental health services. The MHSSA grant proposal, submitted by BHRS in February 2020, outlined the direction and services to be provided through the Mendocino County MHSSA coalition of schools, the Mendocino County Office of Education (MCOE), and the County to provide mental health services directly to students in a school setting. The proposal emphasized building supports and structures from existing service agreements in order to be sustainable beyond the four-year grant period.

 

Pursuant to guidelines outlined in Mendocino County’s MHSSA grant revenue agreement, the proposed four-year agreement with Mendocino County Office of Education (MCOE) focuses on addressing mental health concerns in Mendocino County. These concerns include stigma reduction, education for youth and transitional age youth (TAY), peer support for students, mental health services provided in a school campus setting, workforce shortages of mental health professionals, and reducing generational impacts from mental health struggles.
