Approve retroactive Agreement with Community Foundation of Mendocino County in the amount of $225,000 to rapidly deploy grant funds to local agencies to provide food, water, and personal hygiene products during the COVID-19 pandemic, effective January 1, 2021 through June 30, 2021; authorize the Health and Human Services Agency Assistant Director or designee to sign any amendments to the Agreement that do not increase the maximum contracted amount; and authorize Chair to sign same.

Summary of Request

In response to the COVID-19 pandemic, Community Foundation of Mendocino County established a COVID-19 Relief Fund to provide basic needs to adversely impacted individuals, families, and organizations. In May 2020, the Board of Supervisors approved $250,000 as part of a larger Agreement, effective April 1, 2020, through June 30, 2020, to support Community Foundation’s efforts by providing funds through federally reimbursable funding to supply food, water, and personal hygiene products. The proposed Agreement supports Community Foundation’s continued efforts by providing additional federally reimbursable funding through June 2021. Approval of the Agreement with Community Foundation, who is uniquely positioned within the county and, therefore, able to rapidly redistribute funding in the form of grants to local agencies, will allow the most efficient and expeditious use of funds during the ongoing pandemic.

 

In order to cover possible costs associated with administrative support or food distribution in January 2021, the Health and Human Services Agency, in coordination with the Executive Office, requests approval of a retroactive start date.
