Previous Board/Board Committee Actions:

Title 10 of the Mendocino County Code was amended previously by Ordinance Number 4421 on December 18, 2018.  On February 9th, 2021, the introduction and waive reading of the ordinance took place.

Summary of Request

The proposed ordinance would amend Title 10 of the Mendocino County Code, including adding section 10.16.020 addressing Veterinarian Reporting Requirements. Proposed amendments include adding language to Title 10 that requires all Veterinarians practicing or located within Mendocino County to submit a copy of all rabies certificates issued to Animal Care Services via U.S. Postal mail or electronically in an agreed upon reporting format. The approval of the ordinance will enhance the rabies control recording system by giving Animal Care Services immediate access to owned animals’ rabies vaccination records that may be needed in a public health emergency / rabies outbreak.

The proposed ordinance would also amend Title 10 Section 10.12.10 regarding dog licenses. The proposed amendment would reduce the time within which dog license renewal should be procured after expiration of the previously issued license, from sixty (60) days to thirty (30) days. The proposed amendment would also add language that clarifies that except as otherwise permitted by California Health and Safety Code § 121690, no license shall be issued until a valid certificate of rabies vaccination is obtained.
