Retroactively approve emergency purchase of two new Teledyne API model T400 ozone air monitors through Clipper Controls, Teledyne Sales Agent, to replace the District’s failing ozone monitoring network in the amount of $21,894.43, purchased on February 19, 2021 as authorized by the Air District’s Board-adopted emergency purchase process; approve the transfer of funds from the District’s fund balance to increase appropriation for Budget Unite 0327 expense account, Line Item AQ 86-4370, Fixed Assets by $21,894.43; authorize the Auditor to pay for these fixed assets; add these items to the District’s list of fixed assets; and authorize Chair to sign same.

Summary of Request:
Since 1992 the Air District has been continuously monitoring ozone in Ukiah. Ozone is a precursor of smog and a regulated criteria pollutant in ambient air. Ozone concentrations in Ukiah have been in Attainment Status with federal and state ambient air quality standards since monitoring began. Failure to collect and report ozone concentrations meeting federal and state quality assurance standards for more than 21 days may jeopardize Mendocino County’s Ozone Attainment Status.
The District has routinely run two ozone analyzers in parallel. Our existing Teledyne model 400E is broken. We are not able to locate replacement parts for the monitor since it is no longer supported by the manufacturer. Our existing Teledyne API model T265 is starting to become unstable and is not very serviceable due to its design. The Air Pollution Control Officer (APCO) declared our failing ozone monitor network an emergency. The APCO is given authority to make emergency purchases of air monitoring equipment in the District’s Board-adopted Administrative Policy #1, Purchasing and, Leasing and Contracting Policy, Section 2.7, Emergency Purchases.
Both the CA Air Resources Board (CARB) and Teledyne recommended we install the Teledyne API model T400 ozone monitors to replace our current ozone monitoring network. The T400 is specialized for Air Districts in California. Currently, CARB only recommends Teledyne API’s T400 model, and provides a Standard Operating Procedure for it to meet state and federal requirements. There are no alternative ozone analyzers currently manufactured and standardized by CARB. Therefore, on February 19, 2021, the APCO requisitioned, and County Purchasing ordered two new Teledyne API model T400 ozone analyzers. Most air districts in California, as well as CARB, are currently using the T400 model, approaching consistency amongst the Air Districts monitoring ozone as part of CARB’s Annual Monitoring Plan throughout CA. This additionally provides District air monitoring staff with a well-defined T400 model user group for resourceful support, collaboration and compatibility of ozone analyzer instrumentation if required.
