Approve retroactive Agreement with Redwood Community Services in the amount of $14,250 to provide space and staff support for the Health and Human Services Agency, Family and Children’s Services, Independent Living Skills Program at The Arbor Youth Resource Center, effective September 15, 2020 through June 30, 2021; authorize Health and Human Services Agency Assistant Director/Social Services Director to sign any future amendments to the Agreement that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Under the Foster Care Independence Act of 1999, Family and Children’s Services (FCS) is required to provide independent living skills training and services to assist current and former foster youth, ages 16 to 20 residing in Mendocino County, to achieve self-sufficiency prior to, and after leaving, the foster care system. FCS staff teaches weekly independent living skills classes at The Arbor Youth Resource Center, which has the necessary space and equipment needed to facilitate the classes. In addition, by facilitating the classes at The Arbor Youth Resource Center, current and former foster youth are able to learn about and get connected to other services, resources and supports available to young adults in Mendocino County.
Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and reassessing services provided under contracts to determine what services are able to continue and in what manner to comply with Federal, State and Local requirements. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. In addition, due to COVID-19, The Arbor Youth Resource Center did not re-open for FCS staff to use the space for classes until September 15, 2020. This process necessitated a retroactive Agreement.
