Summary of Request

As the designated entity for oversight of the County Children’s Trust Fund (Account No. 2110-760272), Policy Council on Children and Youth/Child Abuse Prevention Commission (PCCY/CAPC) is tasked with establishing the criteria for determining which county programs receive funding for child abuse prevention and intervention. PCCY/CAPC makes recommendations to the Board of Supervisors for distribution of funds, and the Board makes the final decision as to which programs are funded. In order to ensure child abuse prevention activities are conducted countywide, PCCY/CAPC is recommending that Court Appointed Special Advocates (CASA) of Mendocino County receive funding to support their operations and activities. 

 

The Children’s Trust Fund money is to be used to fund child abuse prevention councils and child abuse and neglect prevention and intervention programs operated by private nonprofit organizations or public institutions of higher education with recognized expertise in fields related to child welfare. PCCY/CAPC has recommended distribution of $13,200 per fiscal year to the Childhood Trauma Action Team (CTAT). The County Children’s Trust Fund is funded annually at $20,000 through revenue from birth certificate fees and a portion of the Community Based Child Abuse Prevention allocation.

 

Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and training staff in contract preparation. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. This process necessitated a retroactive Agreement.
