Summary of Request

On January 13, 2021, the FY 2020 SCAAP solicitation was released with a new two-step submission process. The due date to submit the first step is March 1, 2021 and the second submission deadline is March 15, 2021. Under the FY 2020 SCAAP, the Office of Justice Programs of the DOJ makes payments to states and units of local government that incur certain types of costs due to the incarceration of undocumented criminal aliens during the period of July 1, 2018, through June 30, 2019. There is not sufficient time to complete the application and get it to the Board of Supervisors for approval before the first due date of March 1, 2021. County Policy 25, Section One, Number Four, states that if there is a time restriction that limits the department from going to the Board, the CEO may approve signing as long as the Department takes the item to the Board of Supervisors at the next available meeting.  The Sheriff’s Office requested CEO approval to submit the application on January 29, 2021 and the completed FY 20 application was submitted to the U.S. DOJ BJA on March 2, 2021. Ratification of the application submission is being requested by the Board of Supervisors. Funding will be determined in the application process and applicants will be notified at a later date. Once they announce Mendocino County’s award, a request to approve acceptance of the funding will be brought to the Board of Supervisors per County Policy 25.
