Approve retroactive Agreement with Charles Evans, M.D. in the amount of $50,000 to provide Tuberculosis Control Officer duties and other Deputy Public Health Officer duties, effective January 1, 2021 through December 31, 2021; authorize the Health and Human Services Agency Assistant Director/ Public Health Director to sign any future amendments to the Agreement that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Dr. Charles Evans has served as Mendocino County’s Tuberculosis (TB) Control Officer since 1995. He offers expertise related to this highly contagious disease and its treatment. Services provided include, but are not limited to: medical consultation; preliminary review of TB x-rays; prescription writing, as necessary; assessment of active TB cases; medical oversight of TB clinic and medical staff providing services; active case monitoring through patient visits and treatment; and investigation of causes of TB epidemics, as necessary. From February 18, 2019 through February 18, 2021, there were 50 Latent Tuberculosis Infection (LTBI) cases; 2 cases were Multi-Drug Resistant (MDR); and 2 cases became active. On average, Dr. Evans sees LTBI cases monthly for a period of 4 months; MDR and active cases are also seen monthly but can remain in treatment for up to 1 ½ years. 

 

Prior to 2020, Dr. Evans’s contract was written to auto-renew monthly until terminated. Health and Human Services Agency, Public Health (HHSA), executed a one-year agreement for calendar year 2020 when it was determined that an increase in hourly rate was necessary. Because HHSA executed the 2020 agreement outside of the fiscal year process, renewal of the agreement was overlooked, which necessitated a retroactive start date.
