Approve retroactive Amendment to Agreement No. MH-20-008 with Consolidated Tribal Health Project in the amount of $14,400 for a new total of $28,000 for Mental Health Services Act funded programs in the Calpella area, effective July 1, 2020 through a new end date of June 30, 2021 (original end date December 31, 2020); authorize the Health and Human Services Agency Assistant Director/Behavioral Health and Recovery Services Director to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Mental Health Services Act (MHSA) Community Services and Supports (CSS) services, and Prevention and Early Intervention (PEI) services work to reduce risk factors for the development or severity of symptoms of mental illness. MHSA requires qualified providers of CSS services, and PEI services within certain areas of the County. Historically, contracts for these services in Mendocino County were included in the Specialty Mental Health Administrative Services Organization contract. However, with a change of service provider, these contracts have transitioned to the County for direct administration. In light of this change, the County Behavioral Health and Recovery Services (BHRS) program issued a Request for Proposals (RFP) for these services in July 2020. Provider responses to the RFP did not cover all MHSA required areas. BHRS conditionally awarded contracts to vendors in some areas with the intent to issue another RFP specific to areas still needing coverage. After the first RFP, Consolidated Tribal Health Project entered into standard Agreement No. MH-20-008 on July 1, 2020 to provide MHSA funded programs to the Calpella area. Issuance of the second RFP has taken longer than anticipated, and Amendments to contracts for these services are now needed to keep services current. The change in service oversight, and lengthy RFP process, impacted the development time of the contract and contributed to the retroactive nature of this second Amendment.
