Summary of Request:
The Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress on March 27, 2020, included funds for homeless services through the U.S. Department of Housing and Urban Development’s (HUD) Emergency Solutions Grant (ESG-CV) to support Continua of Care (CoC) in addressing COVID-19 among the homeless. On June 1, 2020, the Department of Housing and Community Development released a Notice of Funding Availability for the ESG-CV. The ESG-CV provides funding to prevent, prepare for, and respond to COVID-19 among individuals and families who are experiencing homelessness or receiving homeless assistance, and to support additional homeless assistance and homeless prevention activities to mitigate the impacts created by COVID-19. ESG-CV funds for non-entitlement CoC jurisdictions, such as Mendocino County, are distributed to State Governments, which then release funds directly to the CoC. Funds were awarded to Mendocino County in two rounds; the first round in the amount of $705,100 in October 2020; the second round in the amount of $4,758,723 in March 2021.
After the first round of funds were granted, the County program entered into a first set of short-term contracts for services utilizing these funds, enabling contractors to make purchases and increase staffing required to address COVID-19 for the period of September 1 - December 31, 2020. After finalizing the short-term contracts, the County program immediately released a Request for Proposals (RFP) for emergency shelter services starting January 1, 2021. The RFP closed December 17, 2020. The RFP evaluation process took a lot of time, since proposals were few and inadequate, with no qualified vendors to provide inland shelter. The County could not be without inland shelter, so the program was forced to start sole source contracts for these services. After sole source contracts were in place, the County program reviewed a revised RFP proposal with a new budget to start January 1, 2021 specific to inland shelter services. Negotiations for the inland shelter budget lasted a few months, delaying the drafting of this final contract for services on the coast with Mendocino Coast Hospitality Center (MCHC).
Using CARES Act funds, MCHC will provide emergency shelter in the Fort Bragg and Mendocino Coast regions to ensure the health, safety, and wellbeing of the community during the COVID-19 pandemic. These services will help to prevent, prepare for, and respond to COVID-19 among individuals and families who are experiencing homelessness in Mendocino County. Services will include shelter at the Coastal Emergency Winter Shelter, and hygiene and housekeeping supplies for Hospitality House Emergency Shelter for the period of January 1, 2021 - January 31, 2022.
Due to the emergency status of the COVID-19 pandemic, CARES Act funding for shelter services was not anticipated nor guaranteed, grant award letters from the State were considerably delayed, and the expenditure start date set by the State proceeds the date the funds were awarded, leading to this Agreement being processed retroactively.
