Approve retroactive Agreement with Deaf Counseling Advocacy and Referral DBA Communique Interpreting in the amount of $25,000 for the provision of sign language interpretation services during emergencies such as the COVID-19 pandemic, effective January 1, 2021 through June 30, 2021; authorize the Health and Human Services Agency Assistant Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
The Health and Human Services Agency is federally and state mandated to provide access to language interpretation services for all clients. Deaf Counseling Advocacy and Referral DBA Communique Interpreting has been providing American Sign Language (ASL) services to Social Services, Behavioral Health and Recovery Services, and Public Health clients. These services are very specific, for a limited population, and it is difficult to predetermine when extensive services may be needed. In addition, the COVID-19 pandemic has increased the need for ASL services at press conferences and other emergency meetings. As a result, current contracts are not sufficient to cover costs, and a contract specific to emergency services is needed. Due to the emergency status of the COVID-19 pandemic, additional emergency services were not anticipated, leading to this Agreement being processed retroactively.
