Approve retroactive Agreement with North Coast Opportunities, Inc., in the amount of $25,000 to provide meal and personal hygiene supplies delivery services during the COVID-19 pandemic, effective January 1, 2021 through June 30, 2021; authorize the Health and Human Services Agency Assistant Director/Public Health Director to sign future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Since August of 2020, North Coast Opportunities, Inc. (NCO) has been supporting the County in an effort to assist the community during the COVID-19 pandemic. Health and Human Services Agency (HHSA) entered into an Agreement with NCO on August 19, 2020, for COVID-19 relief services to families requiring urgent support to address housing and food crises during the pandemic. The proposed retroactive Agreement expands services to include meal and hygiene supply deliveries to individuals placed in quarantine or isolation.
HHSA staff priorities have been adversely affected by the ongoing COVID-19 pandemic, which created a longer than expected processing time for this Agreement. Similar delays also affected NCO’s review and signature process. HHSA therefore requests retroactive approval of the proposed Agreement.
