Approve the Agreement with Ford Street Project in the amount of $103,680 to provide vocational services for California Work Opportunity and Responsibility to Kids Participants, effective July 1, 2021 through June 30, 2022; authorize the Health and Human Services Agency Assistant Director/Social Services Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Health and Human Services Agency, California Work Opportunity and Responsibility to Kids (CalWORKs) Job Services provides employment and training services to recipients and applicants of the Temporary Assistance for Needy Families (TANF) program. The TANF program is a federally funded program that promotes job preparation and employment for families to become self-sufficient. CalWORKs Job Services provides funding for job development services as part of a broader commitment to families in need.
As part of the TANF program, Ford Street Project will provide 20 comprehensive vocational and living skills workshops totaling 20 hours of available instruction each month. Workshops will be conducted at Ford Street Project and will offer participants flexibility with scheduling, allowing workshop entry at any point in the curriculum. These workshops are available for all CalWORKs Job Services participants, including Welfare-to-Work (WTW) participants assigned to Job Readiness activities, and lead directly to employment and contribute to employment retention. These services will be offered as part of the Family Stabilization program, and will work in conjunction with the Subsidized Employment Program, allowing the participants to prepare for subsidized employment placements upon successful completion of the vocational program.
In Fiscal Year 19-20 there was an average of 448 WTW programs with an average of 69 participants assigned to Job Readiness activities each month. So far in Fiscal Year 20-21, there is an average of 398 WTW programs active each month; however at the same time CalWORKs Job Services has seen an increase in participants in Job Readiness activities, with an average of 83 participants each month. Statewide there has been a decrease in the overall number of CalWORKs cases, yet the need for services for WTW participants lacking employability skills has increased, much like the services offered by Ford Street Project. Access to these vocational and living skills workshops are an essential resource to these participants.
