Summary of Request:
In late January 2021, the State Department of Housing and Community Development posted the 2021 Notice of Funding Availability (NOFA) for rural counties to apply for Community Development Block Funding. In order to qualify for the application process, Mendocino County must submit an application prior to April 30, 2021, and meet all necessary guideline. As such, the Department of Planning and Building Services (PBS) held a public meeting on February 11, 2021, to receive information from individuals and organizations in the public, interested in pursuing CDBG funding opportunity. Staff recommends three projects to be included in the Resolution by the Board for inclusion in the application to HCD, based on the competitive qualifications and likelihood that these projects would be funded by the State. The first project is for blight removal in the community of Covelo; this would be accomplished in partnership with the Round Valley Indian Tribes, Mendocino Solid Waste Management Authority (MSWMA, or Mendo Recycle), and the Mendocino Resource Conservation District (RCD). The second project is for Microenterprise Technical Assistance to assist with low/moderate income small businesses with five (5) or less employees. The third project is for Planning Technical Assistance (PTA) to determine the design, engineering, and costs to build a larger, modern senior and community center in the Ukiah Valley.
