recommendation
Approve amendment to BOS Agreement 20-063 with LACO Associates to provide disaster recovery grant research and grant writing services, increasing the Agreement from $100,000 to $185,000, effective upon full execution through June 30, 2021; and authorize Chair to sign same.
End
Previous Board/Board Committee Actions:
The Board approved the original contract at the May 19, 2020 meeting.
Summary of Request:
LACO Associates is contracted to perform disaster recovery grant research and grant writing services. Since the beginning of the fiscal year, LACO has assisted the County in submitting over $13 million in grant projects to various grant programs including Community Development Block Grant and FEMA’s Hazard Mitigation Grant Program.
Besides the regular disaster recovery grants this year, LACO has also assisted with COVID-19 related grants. Most notable work for COVID-19 are Project Homekey, COVID-19 Emergency Response Grant (CERG) from County Medical Services Program Governing Board, and the environmental requirements for Phase II of Project Homekey for the Community Development Block Grant-COVID (CDBG-CV) grant.
For the remainder of the fiscal year until the contract terminates, the County still need LACO’s assistance with preparations for grant applications with National Fish & Wildlife Foundation, CAL FIRE Fire Prevention Grant Program, CAL FIRE Forest Health Grant Program, and Permanent Local Housing Allocation (PLHA) Program with Department of Housing and Community Development (HCD).
This amendment will increase the contract from $100,000 to $185,000 due to unanticipated grant opportunities this fiscal year, especially from COVID-19.
