Summary of Request

Mendocino County has administered the California Department of Social Services (CDSS) CalWORKs Housing Support Program (HSP) since 2015. Under this program, housing navigation services are provided by internal County staff with competing priorities, limiting supports available for individual case management and program improvements. During Fiscal Year (FY) 2019-20, HSP received 63 referrals for caseload management; and during FY 2020-21, 35 referrals were received as of 3/1/21. Over the span of these two years, the program has assisted 60 families with interim shelter and 34 families with permanent housing rental subsidies. The collaborative efforts of County staff and community partners has resulted in 48 CalWORKs families obtaining permanent housing.

 

In order to improve the program, and at the suggestion of the CDSS Housing and Homelessness Bureau (which provides oversight to the CalWORKs Housing Support Program), Mendocino County submitted an amendment to the annual program plan on 11/15/2019. The amendment includes contracting for specialty services including housing navigation.

 

Redwood Community Services, Inc. (RCS) will provide these Housing Navigation Services to include shelter services, housing navigation services, and related resources to Mendocino County residents through the Building Bridges Homeless Resource Center. RCS is poised to effectively provide housing navigation services for Mendocino County CalWORKs participants through landlord recruitment, tenant education and advocacy, and application assistance. The CalWORKs Job Services Family Stabilization program also includes components of housing, and will benefit from this partnership with RCS.
