Approve Agreement with Redwood Community Services in the amount of $140,422 to provide Expanded Subsidized Employment for California Work Opportunity and Responsibility to Kids (CalWORKs) participants, effective July 1, 2021 through June 30, 2022; authorize the Health and Human Services Agency Assistant Director/ Social Services Director to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

The proposed Agreement with Redwood Community Services provides for a comprehensive and cohesive training program to develop or enhance skill of CalWORKs participants during the 2021-22 fiscal year.  Services will include subsidized employment for eligible participants while they develop the skills, experience, and work history necessary to transition into unsubsidized employment. In addition to offering training with basic soft skills, participants will learn the specifics of the position they are hired for and develop the reference needed to move forward in the workforce. Services are available at any identified Redwood Community Services (RCS) site, opening greater opportunity of CalWORKs participants to be placed in positions consistent with their career goals.

 

Impacted by the pandemic, CalWORKs Job Services saw a decrease in referrals for Expanded Subsidized Employment (ESE) between March 2020 and February 2021. Referrals have increased due to the COVID-19 response activities implemented by the County, including the availability of vaccinations, to ease participant health concerns. In FY 19-20, 18 participants were referred to RCS.  In FY 20-21, there has been a decrease to 10 referrals as of April 1, 2021. ESE participants through the FY 19-20 contract averaged 38 hours per week with an average wage of $13.50 per hour. Due to the impact of the pandemic, FY 20-21 participants have only averaged 20 hours per week, however the average hourly rate has increased to $17.50 per hour. 

 

RCS has been awarded the contract for these services as a result of Request for Proposal # SS-19-002-RFP (Expanded Subsidized Employment) issued in February 2019. The proposed Agreement for FY 21-22 is the final contract to be renewed from the Request for Proposal.
