Previous Board/Board Committee Actions:

The Board of Supervisors had previously provided direction to staff and adopted code enforcement related ordinances related to reactive Code Enforcement in 2017 and 2020, requested a reorganization of the Division on September 22, 2020; and requested development of an enhanced code enforcement plan on April 12, 2021.

Summary of Request

On April 12, 2021 the Board Directed staff to identify elements of Humboldt County’s Enforcement structure that contribute to its overall effectiveness and to begin developing a plan that could be implemented for Mendocino County. Key features of Humboldt’s Enforcement Model are appropriate staffing resources, deterrent penalties, interagency collaboration, and a strategic plan that has successfully conducted complaint driven, and proactive Cannabis Enforcement.  Staff has established a plan that will incorporate the core features of Humboldt County’s enforcement strategy aligned with Mendocino County’s existing processes of enforcement, while strategically enhancing interagency collaboration. This will provide the highest likelihood for successful implementation, while using and expanding on existing processes already in place. Staff requests direction to begin implementing and executing a framework for establishing the enhanced cannabis enforcement model as presented, by returning to the Board with a cost analysis for funding of the enhanced collaborative model for cannabis enforcement, that includes Code Enforcement, Cannabis Program, County Counsel, and the Sheriff’s Department, to be included in the 2021/2022 Budget.
