Previous Board/Board Committee Actions:

Mendocino County implemented the current HHSA model in March of 2006.  In September of 2006, HHSA presented itself to the Board of Supervisors and laid out a preliminary general strategic plan for the Agency.  In December of 2006, a more specific strategic plan was presented to the Board.

Summary of Request

The Mendocino County HHSA agency was formed in March of 2006 with the merging of three departments: Behavioral Health and Recovery Services, Public Health, and Social Services. HHSA has been operating within its current structure for the last 15 years without an assessment or evaluation of the model. In 202o, with the retirement of the HHSA Agency Director it provided the County the ability to assess and evaluate the HHSA structure. HHSA contracted with Kitchen Table Consulting to evaluate the current HHSA structure and review other models. The HHSA Advisory Board reviewed the performance plan provided by Kitchen Table Consulting and received presentations by agency staff related to the current structure and other models.

On March 17, 2021, HHSA Advisory Board voted to recommend to the Board of Supervisors to disband HHSA. On March 24, 2021, the Behavioral Health Advisory Board voted to recommend to the HHSA Advisory Board to support a two department model of Social Services and Health Services. On April 14, 2021, HHSA Advisory Board voted to recommend to the Board of Supervisors to create a two department model.
