Summary of Request:
Health and Human Services Agency, Family and Children’s Services (FCS), is committed to excellence in the delivery of child welfare services in a child-focused, family centered and culturally competent manner. FCS requests Board approval of the agreement with Ford Street Project to provide withdrawal management and residential substance abuse treatment services, and weekend drug testing for FCS clients.
Ford Street Project is the only withdrawal management and residential substance abuse treatment facility in Mendocino County and provides treatment for parents involved with FCS. Treatment includes up to 14 days of withdrawal management, and 30 to 120 days of residential substance abuse treatment, as part of FCS client case plans. In addition, because Ford Street Project is open 7 days a week, it also provides weekend drug testing for FCS clients who are not in withdrawal management or residential treatment but are required to provide random drug testing as part of their FCS case plans. These services as provided by Ford Street Project are crucial, as over 80% of parents whose children have been removed by FCS are involved with drugs and alcohol, and successful substance abuse treatment is a key step to reuniting them with their children.
In FY 19/20, the previous Agreement covered 17 bed days for detox and 549 bed days for residential treatment, with an average of 2 clients per month in residential treatment. With the recent expansion of Drug Medi-Cal insurance providing coverage for withdrawal management and residential substance abuse treatment for individuals with Medi-Cal, FCS funding was not needed in FY 20/21 for those two services, only for weekend drug testing. The proposed new Agreement reflects a reduction in costs to FCS, only covering services for clients without insurance coverage, and continuing weekend drug testing.
