Previous Board/Board Committee Actions:
The Board approved Agreement 19-133 and Resolution 19-174 with the Department of State Hospitals (DSH) to establish the JBCT Program on May 7, 2019. The Board approved the First Amendment to Agreement BOS 17-131 with NaphCare Inc. for the JBCT Program on July 23, 2019. The Board approved the First Amendment to BOS Agreement 19-133 with the DSH to support more admissions to the JBCT Program on April 6, 2021. The Board approved the Second Amendment to BOS 17-131 with NaphCare Inc. to receive the additional DSH funds on May 4, 2021. A Second Amendment to BOS Agreement 19-133 will be presented to the Board on May 25, 2021, to receive additional DSH funds and extend the Agreement until June 30, 2021.
Summary of Request:
On May 7, 2019, the Board of Supervisors approved an agreement with the Department of State Hospitals and the Sheriff's Office to provide a JBCT Program at the jail. DSH will reimburse the County at an all-inclusive rate of $29,294.25 per patient inmate for services articulated in the DSH contract.
The JBCT Program is designed to reduce or eliminate the need for the State Hospital System to perform this process and to minimize the wait time that inmates have to wait to receive treatment. The State funds the counties to provide the JBCT Program. Having this program in our County means that the entire process is streamlined, fiscally prudent for the State and the County, more humane for the inmate, and the court process is more timely and efficient.
The JBCT Program has been very successful at the Mendocino County Jail. On April 4, 2021, the Board approved an amendment that adds $351,531 of DSH funds to the current JBCT program to support more admissions through April 30, 2021. In late April 2021, DSH decided to extend the current JBCT Program's term end date from April 30, 2021, to June 30, 2021, and increase funding by $117,177 to support a total of 21 admissions through the end of the contract term. The Second DSH Amendment allows more time to work on the new JBCT contract.
This Retroactive Third Amendment adds $180,452.58 to the current JBCT Program agreement between MCSO and NaphCare Inc. to support a total of 21 admissions through June 30, 2021. Due to negotiations and finalizing the details of the DSH Amendment, this Third Amendment to the NaphCare Inc. JBCT Program is being presented for retroactive consideration.
