Summary of Request

Health and Human Services Agency, Family and Children’s Services, requests Board approval of the Agreement with North Coast Opportunities, Inc., to ensure availability of specific support services for foster children and their caregivers.

 

Starting January 1, 2018, California Department of Social Services (CDSS) gave counties the option to opt-in to the Emergency Child Care Bridge Program for foster children. The Bridge Program requires counties to contract with their local Child Care Resource and Referral programs to provide child care navigation and trauma-informed care training and coaching. North Coast Opportunities, Inc. (NCO) is the only Child Care Resource and Referral program in Mendocino County.

 

The proposed Agreement with NCO provides funds for child care navigators and trauma-informed care trainings. Child care navigators assist eligible families with finding a child care provider, securing subsidized child care placement, completing child care applications, and developing a plan for long term child care. Trauma-informed care training for child care providers includes, but is not limited to, infant and toddler development and research-based, trauma-informed best practices. This program has been serving an average of 15 to 20 resource families (caregivers) per month who have been caring for 20 to 25 foster children per month. In Fiscal Year 20/21, NCO provided three trauma informed care trainings with three participants and nine coaching sessions with 25 participants. Coaching sessions have focused on health and safety particularly focused on COVID-19, resiliency and self-care, integrated germ management, concrete supports and technical assistance.   

 

CDSS issued the 2020-21 minimum State General Fund allocation letter for the Bridge Program on August 3, 2020 (County Fiscal Letter No. 20/21-08). This Agreement reflects the allocation from Fiscal Year 2020-21 and will be amended if the allocation letters for Fiscal Years 2021-22 and/or 2022-23 result in a higher or lower State General Fund amount for child care navigation and/or trauma-informed trainings.
