Approve Agreement with Deaf Counseling Advocacy and Referral in the amount of $275,000 for sign language interpretation services for Health and Human Services Agency Family and Children’s Services, effective July 1, 2021 through June 30, 2022; authorize Health and Human Services Agency Assistant Director/Social Services Director to sign future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
The Health and Human Services Agency, Social Services Branch, is required per Title VI of the Civil Rights Act of 1964 and California Department of Social Services Division 21 regulations to provide language interpretation to all clients who receive services through Social Services. Deaf Counseling Advocacy and Referral, located in Santa Rosa, California, is geographically the closest provider of sign language interpretation services for Mendocino County. As a result, Deaf Counseling Advocacy and Referral is more affordable than other providers due to travel costs associated with this service. Deaf Counseling Advocacy and Referral has provided American Sign Language (ASL) services to Mendocino County Social Services clients and will continue those services through this contract. These services are very specific, for a limited population, and will be provided by ASL interpreters through in-person home/field visits and virtual client meetings.
