Approve retroactive Agreement with Redwood Community Services in an amount up to $339,848 to allow Specialty Mental Health Services provided through Individualized Education Plans to be billed to Medi-Cal, effective October 1, 2020 through June 30, 2021; and approve retroactive revenue Agreement with Ukiah Unified School District in an amount up to $339,848 to allow reimbursement to the County of the nonfederal share of services provided by Redwood Community Services, effective October 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Assistant Director/ Behavioral Health and Recovery Services Director to sign any future amendments that do not exceed the annual maximum amount; authorize Chair to sign same.

Summary of Request:
Existing specialty mental health contracted providers, including Redwood Community Services (RCS), are contracting with local school districts to provide Individualized Education Plan services for mental health conditions. When services qualify for Medi-Cal reimbursement, the proposed contracts will allow RCS to bill the services through Behavioral Health and Recovery Services with the Ukiah Unified School District reimbursing the County for the nonfederal share. The proposed agreements will also allow the school district’s special education funding for mental health services to provide more services with the same dollar through billing Medi-Cal where applicable.
The proposed contracts were developed retroactively as the opportunity did not present itself until after the beginning of the fiscal year. Contract discussions and negotiations required an extended period of time to develop language that aligns with School District and Medi-Cal requirements.
