Summary of Request:
The California Department of Health Care Services (DHCS) administers the Mental Health Services Act (MHSA), Lanterman-Petris-Short (LPS) Act, Projects for Assistance in Transition from Homelessness, Community Mental Health Services Block Grant, Substance Abuse Treatment and Prevention Block Grant (SABG), and programs funded through the Crisis Counseling Assistance and Training. Pursuant to the Bronzan-McCorquodale Act (which requires mental health systems to provide mental health services to children and adolescents who have a serious emotional disturbance, and to adults who have a serious mental illness), DHCS oversees county provision of community mental health services and routinely requires Mendocino County to sign Agreements outlining performance expectations.
Adoption of the proposed Resolution will authorize the Mendocino County Behavioral Health Director to sign Agreement No. 21-10093, which is one of the County’s performance agreements as required by Welfare and Institutions Code. This Agreement sets forth conditions and requirements that the County must meet related to services provided under the County’s Mental Health Plan.
As with previous performance agreements, DHCS is requesting approval of a now retroactive start date; HHSA received Agreement No. 21-10093 from DHCS on June 25, 2021 with a start date of July 1, 2021. There was not enough time to review, make edits and submit the Agreement for approval. The term dates of the Agreement are set by the State and cannot be altered.

How Does This Item Support the General Plan? The services provided through this Agreement will promote wellness within local communities, provide access to mental health care and substance use disorder treatment, and promote mental health wellness within the community. This Agreement will also assist individuals with accessing housing programs designed to help those experiencing mental health or substance use issues, and who are homeless or at risk of homelessness.
