Approve Agreement with National Alliance on Mental Illness Mendocino in the amount of $700,000 to work with the community, including law enforcement, physicians, community leaders, and community members, to reduce mental health discrimination through advocacy, education, and outreach efforts to change public perception and stigma associated with mental illness and further to help encourage and normalize help-seeking behavior related to mental health; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

December 15, 2020, Item 6(c), Board of Supervisors approved Measure B funds to be allocated to provide Community Education, Awareness, and Support services.                     

 

Summary of Request

Measure B was passed to provide assistance in the diagnosis, treatment, and recovery from mental illness and addiction by developing: 1) a psychiatric health facility and other behavioral health facilities; and 2) a regional behavioral health training facility to be used by behavioral health professionals, public safety, and other first responders. Measure B also includes supportive services such as a Community Education, Awareness, and Support program to provide prevention and early intervention support to the community.

 

On December 15, 2020, the Measure B Ad Hoc Committee recommended to the Board of Supervisors that Three Hundred Fifty Thousand Dollars ($350,000) per year for four (4) years of Measure B funds be allocated to provide Community Education, Awareness, and Support services. The Board of Supervisors approved this, and on April 13, 2021, Behavioral Health and Recovery Services (BHRS) called for proposals. National Alliance on Mental Illness Mendocino (NAMI) successfully met all of the conditions of the Request for Proposal, and BHRS offered a conditional acceptance and intent to contract for services on May 20, 2021. 

 

The goal of this resulting two (2) year, $700,000 agreement with NAMI Mendocino is to address mental health concerns in Mendocino County, including expanded local knowledge and understanding about the need for stigma reduction, to further enhance wellness and resilience for mental health consumers and their families. Through staffing, collaboration, and communication infrastructure, NAMI Mendocino will lead a local community-wide education campaign to reduce stigma and discrimination around mental illness, change public perceptions, encourage more people to seek help, and provide local guidance on how to access services.
