Summary of Request:
In Mendocino County, the placement and care of children who have been removed from the custody of
their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the
Mendocino County Health and Human Services Agency (HHSA), Family and Children’s Services (FCS).
As part of meeting this requirement, FCS contracts with Redwood Community Services, Inc. (RCS) for the
provision of emergency foster home placement services to high needs youth in Mendocino County.
RCS is a State licensed Foster Family Agency, and through this Agreement will provide Emergency Support Services (ESS) staff 24/7 to assist FCS social workers when needed. ESS staff will provide immediate care and supervision of detained children while FCS locates a foster care placement. With these services in place, FCS social workers can investigative duties and assessments of relatives or other non-related extended family members for potential placements, and contact Foster Family Agency and County homes to locate suitable and available placements.
County staff began processing this Agreement mid-April 2021. An Exception to Bid (EB) for this agreement underwent extensive review before the agreement could be routed. The EB was executed on July 23, 2021, and the agreement was immediately routed for final approvals with a retroactive start date of July 1, 2021.
