Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-051 (April 20, 2021) the Board of Supervisors declared the existence of a local emergency related to drought; and created an ad hoc committee comprised of Supervisors McGourty and Haschak to work on drought related issues. On August 24, 2021, the Board of Supervisors adopted Resolution No. 21-123 and authorized County Staff to move forward on applying for grant funds and advertising for bids related to a water supply replacement project to deliver potable water to the coastal areas of Mendocino County.
Summary of Request:
As part of the implementation of the Mendocino County Community Water Supply Replacement Project, County staff has discussed entering into a Mutual Aid Agreement with the Cities of Ukiah and Fort Bragg. The Mutual Aid Agreement refers specifically to water supply issues that may occur related to different kinds of disasters, including drought, but could be used for the exchange of resources and materials for other types of disasters. Other cities or special districts in the County would be able to join the Mutual Aid Agreement at a later date.
For the current drought emergency and the water supply replacement project, the Mutual Aid Agreement will be the mechanism for the County obtaining water from the City of Ukiah, and could then be used to transfer water to the City of Fort Bragg for storage and treatment before being delivered to County residents and businesses. Details of these steps would be specified in the requests for aid pursuant to the Mutual Aid Agreement.
