Approve the Board of Supervisors’ responses to the 2020-21 Grand Jury Reports; disband the Grand Jury ad hoc committees for the Grand Jury Reports titled “Mendocino County’s Trailing Information Technology”, “Homelessness In Mendocino County Is A Community Concern” and “Meeting Mendocino County’s Needs For Housing Requires Coordination And Planning”; and direct the Clerk of the Board to return originals to the County Counsel’s Office for submission; authorize Chair to sign same.

 Previous Board/Board Committee Actions:

Grand Jury reports routinely require responses from the Board of Supervisors. Board responses are formally approved prior to the submittal to the presiding Judge of the Superior Court and the Grand Jury. On August 17, 2021, the Board appointed Supervisor Haschak and Supervisor Mulheren as a Grand Jury Ad Hoc Committee for the Grand Jury Reports titled “Homelessness in Mendocino County Is a Community Concern” and “Meeting Mendocino County’s Needs For Housing Requires Coordination And Planning”. The Board referred to the currently existing Ad Hoc Committee consisting of Chair Gjerde and Vice-Chair Williams to respond to the Grand Jury Report titled “Mendocino County’s Trailing Information Technology”.                     

 

Summary of Request

State law requires the Board of Supervisors to respond to Grand Jury findings and recommendations no later than 90 days after issuance of the report. Elected County or Agency Heads are required to respond within 60 days after the issuance of the report, with an informational copy to the Board of Supervisors. The Grand Jury requested responses to three reports: “Mendocino County’s Trailing Information Technology”,  “Homelessness In Mendocino County Is A Community Concern” and “Meeting Mendocino County’s Needs For Housing Requires Coordination And Planning”. In addition to the required response to Findings and Recommendations, the Ad Hoc Committees are recommending including a discussion section with each report.

 

The Board’s draft responses to the 2020-21 Grand Jury reports as recommended by the Ad Hoc Committees are attached.
