Previous Board/Board Committee Actions:
On February 12, 2002, the Board of Supervisors designated the Policy Council on Children and Youth (PCCY) Child Abuse Prevention Council (CAPC) as the child abuse prevention coordinating council for Mendocino County and also designated that the Commission administer the County Children’s Trust Fund. Since then, the Board of Supervisors has approved PCCY/CAPC recommendations for the allocation of the funds from the County Children’s Trust Fund as required pursuant to Welfare and Institutions Code Section 18967. March 9, 2021, Item No. 4(r), BOS Agreement No. 21-038.
Summary of Request:
Each year, usually around Fiscal Year Quarter 4, the California Department of Social Services releases the County’s specific allocation from the Kids’ Plates (specialty vehicle license plate “Have a Heart, Be a Star, Help Our Kids”) Program based on the proportion of the county’s population of children less than 18 years of age compared to the total population of children in California. The State allocates a portion of the funds to supplement the County Children’s Trust Fund to support the County’s Child Abuse Prevention Coordinating Council and child abuse and neglect prevention and intervention programs operated by private nonprofit organizations. The annual Kids’ Plates allocation to Mendocino County has fluctuated over the past nine years from a low of $1,732 in 2020 to a high of $1,912 in 2016. The allocation is shared between the inland child abuse council (66%) subcommittee facilitated by Court Appointed Special Advocate (CASA) and the coast child abuse council (34%). The total allocation for Mendocino County released on April 15, 2021, in All County Information Notice I-30-21 was $1,783. The amount allocated to CASA is $1,177. Pursuant to Welfare and Institutions Code Section 18285(e)(1), these funds are available upon appropriation for programs that address child health and safety concerns to be carried out within a two year period. This request is also seeking approval for the Director of Social Services to sign a second amendment to include the specific allocation for Fiscal Year 21-22, when received in Quarter 4 of Fiscal Year 21-22, without need for further Board of Supervisors approval. It is estimated the specific Kids’ Plates Program total allocation for Fiscal Year 21-22 will not exceed $1,912 and therefore the maximum additional amount to be granted to CASA would not exceed an additional $1,262 for a maximum agreement total of $28,839.
