On December 8, 2020, the Board of Supervisors approved Agreement No. BOS 20-169.
Summary of Request:
Since the approval of Agreement No. BOS 20-169, both PBS and the Disaster Recovery team, now called Prevention, Recovery, Resilience and Mitigation (PRRM), have required the continued assistance of Land Logistics staff. Overall, both departments are understaffed and continued use of contractors is required to complete necessary projects, including recovery from the recent Hopkins Fire. Other projects and services that will be impacted without the approval of this amendment include the update to the Inland Zoning Code, Inclusionary Housing Ordinance, and any potential establishment of a “long range” planning division and advancements in the Ft. Bragg PBS Office. While the department has been able to recruit and hire additional planners, new staff are entry to journey level and require extensive training to accomplish discretionary permits, particularly projects with heavy California Environmental Quality Act (CEQA) related compliance needs. Under the original Agreement (No. BOS 20-169) Land Logistics has assisted, and if this Amended Agreement is approved, would be able to continue to assist the department on completion of numerous critical items that allow PBS to comply with state statutes and set up the Department for long-term success. Funding for this amendment will be split between BU’s 2851 (80%) and BU 2910 (20%) as a majority of the support will be provided to PBS.
Alternative Action/Motion:
Do not approve the amendment and provide direction to staff.
How Does This Item Support the General Plan? Land Logistics will provide direct support to the General Plan with staff working on the Land Use Code Update, and other long range planning activities, as well as fire recovery and mitigation. PBS is the Department charged with the preparation, maintenance and implementation of the General Plan of the County so the proposed Amendment to Agreement No. BOS 20-169 to provide continued support to PBS directly supports the implementation of the General Plan.
