Summary of Request

Under this agreement, Redwood Community Services (RCS), a State licensed Foster Family Agency, provided three retained beds per month in the Mendocino County Children’s Center/ Cam’s Place, a Short Term Residential Therapeutic Program, used by Mendocino County Family and Children’s Services (FCS) for immediate placement needs for assessment and stabilization for foster youth ages 7 to 17 who presented with significant behavioral challenges that prevented placement in a home-based setting. In addition, RCS provided Emergency Support Services (ESS) staff 24/7 to assist FCS social workers, when needed, to provide immediate care and supervision for detained children while FCS staff located a foster care placement. This allowed FCS social workers to continue investigative duties and assessments of relatives or other non-related extended family members for potential placements, and to contact other foster family agencies, county resource homes and out-of-county agencies to locate available placements.

 

This agreement was originally routed for review and signatures in May 2020 in order to be submitted to the Board of Supervisors for approval in July 2020. However, due to issues RCS was experiencing, which impacted the Mendocino County Children’s Center/Cam’s Place operations, the originally drafted agreement was pulled from routing to add additional requirements of RCS. While negotiating that revised agreement, RCS down-sized their residential facilities and changed their program operations. The Social Services Director continued to negotiate with RCS, but a revised agreement document was unable to be finalized before the end of FY 20/21. In July 2021, FCS and RCS reviewed the occupancy of Mendocino County Children’s Center/Cam’s Place to determine the actual costs for FY 20/21 and finalized the agreement. During FY 20/21, out of the maximum of 1,095 bed days, FCS used 1,069 bed days, leaving 26 bed days vacant. In addition, FCS regularly used ESS staff on a monthly basis to assist with children who were detained or in the care of FCS due to needing to be moved from an existing placement. ESS staff provided support to FCS staff in these situations, sometimes for just a few hours, other times for a week or more at a time until a foster care placement could be secured for the child.
