Summary of Request:
Like all communities across the nation, the COVID-19 pandemic has completely disrupted the community of Mendocino County, especially for individuals in vulnerable living situations. The County of Mendocino currently provides support to at-risk individuals experiencing homelessness during the pandemic through temporary housing in motels through the State funded Project Roomkey. On July 26, 2021, California Department of Social Services released allocations to Counties operating Project Roomkey programs. The County of Mendocino was granted $789,175 specifically to support Rehousing Strategies for Project Roomkey participants.
In order to support the transition of Project Roomkey clients to stable ongoing housing, North Coast Opportunities, Inc. (NCO) will serve as a community-based fiscal agent, providing assistance through the efficient distribution of funds for housing related needs using the Roomkey Exit Fund. This includes a variety of goals intended to remove barriers to housing such as, credit repair or legal services, landlord engagement and incentives, moving-in costs, housing stabilization costs, and other needs that directly impact access to housing.
Mendocino County became aware of the Rehousing Strategies for Project Roomkey allocation in late July, and immediately began negotiating with NCO for services to start October 1, 2021. Drafting of the agreement was smooth and quick, but the agreement became retroactive before it could be submitted to the Board of Supervisors for final approval
