Previous Board/Board Committee Actions:

On July 19, 2021, the Board of Supervisors voted to establish a five member community-based Advisory Redistricting Commission and directed staff to solicit applications from the public; on August 17, 2021, the Board of Supervisors selected the five member community-based Advisory Redistricting Commission (ARC); the ARC held 8 public workshops between September 1 and November 3, 2021 to hear public input on communities of interest and draft maps with assistance of County staff. In addition to the ARC driven publish workshops, Board of Supervisors held three previous public hearings regarding redistricting on September 14, October 26, and November 9, 2021. On November 9, 2021, the ARC Chair and County staff presented the preferred alternative, Draft Map 10 to the Board of Supervisors. The Board of Supervisors recommended revisions to Draft Map 10, and directed County staff to publish a new draft map with review by County staff for compliance with redistricting criteria, for consideration at the special meeting on November 18, 2021. 

 

Summary of Request

Redistricting is a process that takes place every ten years, when census data becomes available. On August 17, 2021, the Board of Supervisors appointed a five member community-based Advisory Redistricting Committee (ARC). The ARC, with assistance from County staff from the Executive Office, County Counsel, and GIS, assisted the Board in this process by facilitating community outreach, identifying communities of interest from public input and drafting maps. The Official State adjusted P.L. 94-171 Decennial 2020 Census data was released in early October with required one week waiting period prior to drafting maps. On October 20, 27, and November 3, draft maps were reviewed and refined with the assistance of GIS Administrator based on public comment, communities of interest and in accordance with the required redistricting criteria.

 

On November 3, 2021, the ARC approved recommending their preferred map, Draft 10 (followed by Map 9) for consideration by the Board of Supervisors, which maps were considered at the Board’s public hearing on November 9, 2021. Through this fourth public hearing, on November 18, 2021, the Board will review the final draft map, Draft Map 12, which is a revision to Draft Map 10 based on consensus by the Board identifying further revisions to the boundary between District 5 and District 1, in the areas west of Highway 101, north of Hopland. At this public hearing, the Board will also receive continued public input on communities of interest and preferred district boundaries. Following this meeting, County staff anticipate publishing the final map (no longer in draft form) and an Ordinance amending the Mendocino County Code as to the new supervisorial district boundaries to be heard on December 7, followed by a second reading via consent on December 14, 2021.
