(MPIC), in the amount of $629,191 to provide employment and training services to adults, dislocated workers, and businesses from July 1, 2016, through June 30, 2017; service is to be performed pursuant to the Workforce Innovation and Opportunity Act (WIOA) through the Workforce Development Board (WDB); authorize the Planning and Building Services Director or his designee to sign any future amendments to the agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

Summary of Request

The Workforce Development Board (WDB) asks the Board of Supervisors to approve the contract between the WDB, the County, and MPIC for employment and training services for adults, dislocated workers, and businesses.  MPIC was awarded the contract as a result of the WIB Request for Proposal (RFP) #14-003.  At a special meeting the WDB’s Executive Committee approved a reduction to the coastal office hours to two days per week.  This reduction is through the first quarter only and the office will return to regular office hours on 10/01/2016.  At this same meeting, the Executive Committee also approved a reduction to participants from 65 Adult and 70 Dislocated Worker to 41 Adults and 37 Dislocated Workers, this change was made as the contractor reported the co-enrollment process has stopped, therefore; this number is expected to reflect unduplicated participants.  The WDB Executive Committee conducts ongoing oversight of MPIC’s services. Planning and Building Services annually conducts programmatic, fiscal and procurement reviews per the Federal Department of Labor (DOL) and State Employment Development Department (EDD) Directives. The Workforce Innovation and Opportunity Act (WIOA) funds are distributed to the County through a master sub-grant, revenue contract with the State EDD and are distributed to the contractor on a reimbursement only basis.  Current contracts will expire June 30, 2016.  This agreement is necessary to maintain WIOA services for Mendocino County Adults, Dislocated Workers and Businesses.
