Approve Agreement with Redwood Community Services, Inc. (RCS), in the amount of $258,765 to provide employment and training services to youth from July 1, 2016, through June 30, 2017, services are to be performed pursuant to the Workforce Innovation and Opportunity Act (WIOA) through the Workforce Development Board (WDB); authorize the Planning and Building Services Director or his designee to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

Summary of Request

The Workforce Development Board (WDB) asks the Board of Supervisors to approve the contract between the WDB, the County, and RCS for employment and training services for youth. RCS was awarded the contract as a result of the WDB Request for Proposal (RFP) No. 14-003. The WDB Executive Committee conducts ongoing oversight of RCS’s services. Planning and Building Services annually conducts programmatic, fiscal and procurement reviews per the Federal Department of Labor (DOL) and State Employment Development Department (EDD) Directives. The Workforce Innovation and Opportunity Act (WIOA) funds are distributed to the County through a master subgrant, revenue contract with the State EDD and are distributed to the contractor on a reimbursement only basis.  Current Contracts will expire June 30, 2016.  This agreement is necessary to maintain WIOA services for Mendocino County Youth.
