Approve Agreement with TLC Child & Family Services in the amount of $696,006 to provide emergency shelter care for children placed by Health and Human Services Agency (HHSA), Family and Children's Services (FCS) in fiscal year 2016-17; and authorize Chair to sign same; and further, authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not affect the annual maximum amount.

SUMMARY OF REQUEST:
In Mendocino County, the care of children who have been removed from the custody of their parents or guardians under Welfare & Institutions Code Section 300 is the responsibility of Health and Human Services Agency (HHSA), Family and Children's Services (FCS). Through this contract, TLC Child & Family Services, a licensed Foster Family Agency, will provide emergency shelter care for children from birth to eighteen years of age who need immediate foster care placement and are placed in shelter care by the Mendocino County HHSA FCS.

The daily bed retainer pays for holding a bed as well as all of the intensive services and supports TLC is expected to provide as outlined in the Agreement for a wide range of kids, from birth to age eighteen, and who have a significant range of physical, emotional and behavioral health needs, although TLC is not an intensive treatment foster care agency....
