Approve Agreement with Redwood Quality Management Company in the amount of $5,143,103 for FY 2016-17 to arrange and/or manage Mental Health Services Act (MHSA) and specialty mental health services to adults age 25 and older; authorize the HHSA Director to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Redwood Quality Management Company (RQMC) has been arranging and/or managing mental health services on behalf of Mendocino County to Children and Youth under the age of 25 in Mendocino County, as delineated in the Mental Health Plan (MHP) controlled by the State Department of Health Care Services (DHCS), since May 21, 2013, when the County began contracting for mental health services instead of providing mandated mental health services directly.  The County is entering into a contract with RQMC to expand this population to include Adults age 25 and older based on Kemper Consulting Group’s review of Mendocino County’s Administrative Services Organization (ASO) model. Services are aimed at assisting adults with serious mental illness who meet medical necessity criteria through community-based treatment. The ASO model allows RQMC to provide required mental health services on behalf of the County, while allowing the County to maintain a comprehensive MHP and compliance with applicable laws, rules and regulations.
