Approve Agreement with Redwood Quality Management Company in the amount of $9,416,897 for FY 2016-17 to arrange and/or manage Mental Health Services Act (MHSA) and specialty mental health services to children and youth Age 24 years and younger; authorize the HHSA Director to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Redwood Quality Management Company (RQMC) has been delivering mental health services on behalf of Mendocino County to Children and Youth 24 years and younger, as delineated in the Mental Health Plan (MHP) controlled by the State Department of Health Care Services (DHCS), since May 21, 2013, when the County began contracting for mental health services instead of providing mandated mental health services directly. The County is entering into a new contract with RQMC for arranging and/or managing mental health services aimed at assisting children and youth with severe emotional disorders based on Kemper Consulting Group's review of Mendocino County's Administrative Services Organization (ASO) model.
