Conclude the current business of, and disband the following Board Ad Hoc Committees: 2016 Mendocino County Legislative Platform, Ukiah Master Tax Sharing Agreement, Little River Airport Land Management, and Solid Waste Systems, Inc. Litigation Negotiation; further referring future issues related to Little River Airport Land Management to the Public Resources Board Standing Committee. Appoint Supervisor Gjerde to replace Supervisor McCowen on the Health and Human Services Standing Committee and Supervisor Hamburg to replace Supervisor McCowen on the Criminal Justice Committee.

Previous Board/Board Committee Actions:
The Board of Supervisors established various Ad Hoc Committees, comprised of two Board members each, to investigate specific issues and provide recommendations to the full Board. Starting in 2016, the Board re-established Board Standing Committees that have monthly meetings to discuss business referred to them by the entire Board. When the Board established the Standing Committees, some Ad Hoc Committees were disbanded and business referred to the appropriate Standing Committee, with several Ad Hoc Committees remaining active. Attached is a list of the Board of Supervisors active Ad Hoc Committees and the current committee assignments for the Board Standing Committees.
On June 7, 2016, the Board of Supervisors disbanded the Marijuana Ad Hoc Committee, comprised of Supervisor McCowen and Supervisor Woodhouse, and future marijuana related discussion was referred to the General Government Standing Committee.
Summary of Request:
After the actions of the Board of Supervisors on June 7th to disband the Marijuana Ad Hoc Committee, Supervisor McCowen submitted a letter to me as the Chair of the Board, requesting his resignation from participation of all appointed Ad Hoc and Standing Committees. Based on this request, I am recommending that the Board disband all of the Ad Hoc Committees on which Supervisor McCowen has participated and either refer future related business to the appropriate Standing Committee, or other actions as appropriate, and as further described below.
With the Standing Committee structure reinitiated in 2016, many items still assigned to Ad Hoc Committees can either be more appropriately handled by a Standing Committee, do not require investigation outside of normal business by the full Board, or can be handled by staff with additional Board direction requested in the future. More specifics on each of Supervisor McCowen’s current Ad Hoc and Standing Committee assignments is included below.
Standing Committees:
• Criminal Justice - appoint Supervisor Hamburg in place of Supervisor McCowen (Supervisor Woodhouse is the other Committee Member)
• Health and Human Services - appoint Supervisor Gjerde in place of Supervisor McCowen (Supervisor Woodhouse is the other Committee Member)
Ad Hoc Committees:
• 2016 Mendocino County Legislative Platform -- The ad hoc concluded its work in December of 2015 with the adoption of the 2016 Mendocino County Legislative Platform. Development of the 2017 Mendocino County Legislative Platform would be overseen by the General Government Committee.
• Ukiah Master Tax Sharing - Conclude the current business of and disband the Ad Hoc. City and County staff have been continuing to discuss possible agreements, with no recent significant progress that necessitates Ad Hoc Committee involvement. A request for further direction from the Board would come from staff when required.
• Little River Airport Land Management - Conclude the current business of and disband the Ad Hoc. Refer future Little River Airport Land Management related issues to the Public Resources Standing Committee.
• Solid Waste Systems, Inc. Litigation Negotiation - Conclude the current business of and disband the Ad Hoc. At the request of County Counsel, future Solid Waste Systems, Inc. litigation discussions can be handled by the full Board, similar to other legal cases.
