Previous Board/Board Committee Actions:

November 15, 2011, item No. 5(c) Original Agreement t was approved by Board of Supervisors on this date for a 5 year term; with 3 additional 1-year renewals as the result of an RFP process.

 

Summary of Request

In 2011, the County released a Request for Proposal (RFP) for a revenue contract to provide telephone services to the Mendocino County Jail Facility and Juvenile Hall. Legacy Inmate Communications was chosen for the agreement to provide the services requested in the RFP. 

 

Recently the FCC issued an order updating rate structures in connect call charges.  In order to comply with the FCC order, the original contract is being amended to show a new rate charge chart in Exhibit B. The FCC Order No. 15-136 has instituted new call regulation that disallows a connect charge prior to per minute charges being applied on telephone calls being placed by incarcerated individuals.  The amendment will bring the contractor and the County into compliance with the new FCC order. This action does not affect the revenue to the County.
