Previous Board/Board Committee Actions:
By Resolution No. 08-205 (October 21, 2008), the Board of Supervisors (Board) approved BOS Agreement No. 08-185/DOT Agreement No. 080059 with Mark Thomas and Company, Inc., for plans, specifications, and estimate bid package for the seismic retrofit of the Eureka Hill Road Bridge over the Garcia River, CR 505, and the Moore Street Bridge over the Russian River, CR 229B. By Resolution No. 13-056 (May 21, 2013), the Board adopted a mitigated negative declaration, in compliance with California Environmental Quality Act requirements, for the seismic retrofit of the Moore Street Bridge. By Resolution No. 16-042 (April 5, 2016), the Board authorized DOT to advertise for bids and award DOT Contract No. 130077 for construction of the seismic retrofit of the Moore Street Bridge.
Summary of Request:
There is a need for construction management services for the construction phase of the project. DOT has insufficient engineering staff to perform the work in a timely manner and therefore requires professional, expert, and technical services of a temporary nature. DOT has undergone a qualification based selection process to find a consultant who can perform the construction engineering work and has selected Quincy as the most qualified. DOT Agreement No. 160059 provides for specialized consultant services with Quincy for the seismic retrofit of the Moore Street Bridge over the Russian River in the amount of $50,000. DOT also believes it would be prudent to request a contingency in the amount of $5,000 in order to facilitate timely completion of the work.
