Previous Board/Board Committee Actions:

The Board of Supervisors has previously authorized the consolidation of Coastal Development Permits for other projects within the County where public participation was determined not to be impaired.

 

Summary of Request

Planning and Building Services (PBS) requests the Board authorize the adoption of the Resolution allowing the California Coastal Commission to process a consolidated Coastal Development Permit for a boat launch ramp and parking facilities project. Noyo Harbor District is planning to reconstruct its Noyo River Boat Launch Facility during the summer/fall of 2016 or 2017. The proposed improvements include ADA compliant designs for replacing the existing boat launch ramp, repaving and striping the parking area, and constructing a restroom. The project area is located on two parcels with split jurisdiction between the County of Mendocino and the California Coastal Commission, APNs 018-240-22 and 018-240-26. A third parcel in the project area is entirely within the jurisdiction of the County of Mendocino. The proposed consolidation request by Noyo Harbor District would allow for streamlined processing of the project and review of the entire project in one permit. The Coastal Act was amended by Senate Bill 1843 effective January 1, 2007, which allows for a consolidated permitting process for projects when the Coastal Development Permit authority is shared by a local government and the State Coastal Commission. Therefore, Noyo Harbor District is seeking a resolution that would consolidate the permit review under the Coastal Commission and streamline the permit process for this specific project only. In support of this proposed consolidation request, the consolidation of the Coastal Development Permit would not substantially impair public participation in the review of the Coastal Development Permit, as a public hearing will still be held by the Coastal Commission and may be attended by interested parties or interested parties may submit written comments to the Coastal Commission.

 

Alternative Action/Motion:

Reject the Resolution and direct staff to process a Coastal Development Permit for that portion of the project located in the County’s jurisdiction.
