Recommended Action/Motion:

recommendation

Uphold Mendocino County Department of Transportation (DOT) Director’s appeal to MHRB 2016-001 and not require that stairs and railing be built concurrent with construction of the access ramp at the corner of Main and Kasten Streets in Mendocino, California.

End

Previous Board/Board Committee Actions:

On November 3, 2015, the Board of Supervisors approved a prioritized list of projects to be funded with CDBG program income, which included a project for “The Town of Mendocino Disabled Access Ramp” for the installation of a ramp on the corner of Kasten and Main Streets.

Summary of Request

MHRB 2016-0001 was approved by the Mendocino Historical Review Board with the addition to the applicant’s request for an ADA compliant pedestrian access ramp that stairs and rail will be built concurrent with the access ramp in the location identified on the site plan. DOT contends that historically there were never stairs at this location and DOT is only providing a safer alternative ramp to replace the asphalt ramp previously at this location. In addition, it is better for the public welfare to have one good ADA compliant ramp accessible for all pedestrian use, and putting in stairs as well as an ADA compliant ramp could be confusing to visually-impaired pedestrians. DOT is requesting that the Board of Supervisors reverse the MHRB ’s decision and allow the project to proceed without requiring DOT to add stairs.

Alternative Action/Motion:

Deny the appeal and accept MHRB’s addition to the applicant’s request that stairs and rail will be built concurrent with the access ramp in the location identified on the site plan.
