Approve Agreement with LACO Associates in the amount of $400,000 to provide on-call planning services for the term July 1, 2016 to June 30, 2018; authorize the Planning and Building Services Director to sign any future amendments to the Agreement that do not affect the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
In April 2016, Planning and Building Services conducted a Request for Proposal (RFP) process to identify a consultant to provide on-call planning services. Five (5) proposals were received from very qualified firms. Each proposal was evaluated and rated to determine which vendor would provide the most professional, responsive and cost effective services. The proposal review committee selected LACO Associates. The attached agreement with LACO is for a 2-year base period and the requested services include: on-call planning services, such as current planning review and processing and advanced planning plan development and implementation; review and preparation of project environmental reviews; and specialized services, such as Transportation, Air Quality, Noise, Biology, Visual Resources, Energy and Historic Preservation/Cultural Resource studies. These services will be provided to supplement staff, implement General Plan policies and to facilitate time sensitive processing.
