Approve Agreement with LACO Associates in the amount of $150,000 to conduct State mandated inspections of County mines and quarries and prepare inspection reports for the term July 1, 2016 to June 30, 2018; authorize the Planning and Building Services Director to sign any future amendments to the Agreement that do not affect the maximum amount; and authorize Chair to sign same.

Summary of Request

The State Mining and Reclamation Act of 1975 (SMARA) is a comprehensive surface mining and reclamation policy with regulations of surface mining operations to assure that adverse environmental impacts are minimized and mined lands are reclaimed to a usable condition.  The State has designated counties as the lead agencies responsible for establishing procedures and in-house measures to ensure orderly record-keeping and monitoring of surface mining reclamation under its jurisdiction.  The act, and the resulting government code, requires the County to annually inspect, review reclamation plans and report on all permitted mines/quarries in the County.  Currently there are 33 permitted mines/quarries in the County.  The preferred timing for these inspections is during the fall season in order to verify that storm water runoff prevention measures are in place and working.  The work under this contract will fulfill the County’s responsibility under SMARA for a two year period.
