Summary of Request

The Office of Emergency Services (OES) is requesting the Board of Supervisors adopt by Resolution the 2016 revision and update to the Mendocino County Operational Area Emergency Operations Plan (EOP).  According to Federal and State guidelines the EOP should be updated periodically, roughly every three to five years.  The EOP serves as a planning reference and provides guidance for effective response to any hazard that threatens the County of Mendocino. It also serves as a legal and conceptual framework for emergency management in the Mendocino County Operations Area.  It establishes procedures and a framework to ensure effective management of emergency operations with the Operational Area.  It provides information on the County emergency management structure and how and when the Emergency Operations Center is activated.  The Operational Area Emergency Plan complies with local ordinances, State law, Federal emergency planning guidance and the requirements of the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).

This plan has been approved by the Mendocino County Operational Area Disaster Council as per Mendocino County Code Section 7.04.070.

The Mendocino County Office of Emergency Services (OES) is responsible for the periodic review, updates, re-publishing and re-distribution of the plan. OES partnered with Mendocino County Operational Area partners to produce this plan revision.
